HailChina! (Australia)

Chinese have lights at zebra crossings? Hmm. In Australia we just have zebra crossings at places pedestrians need to cross, but there are no lights and a pedestrian using a zebra crossing always has right of way. Is this really so hard for China? Chinese have so much trouble with the simplest things. How can a person jaywalk on a zebra crossing?
