China to uphold, improve social governance system: document

BEIJING - China will work to uphold and improve the social governance system based on collaboration, participation and common interests, and maintain social stability and defend national security, according to a decision of the Communist Party of China (CPC) Central Committee.
The decision on some major issues concerning how to uphold and improve the system of socialism with Chinese characteristics and advance the modernization of China's system and capacity for governance was adopted at the fourth plenary session of the 19th CPC Central Committee on Oct 31.
It stressed the following:
-- improving the effective mechanism for properly handling contradictions among the people in the new circumstances;
-- improving the system for crime prevention and control;
-- improving the system and mechanism for public security;
-- making new ground in grassroots-level social governance;
-- improving the national security system.
