Graduated from Wuhan University of Technology ，Hunan University，The Hong Kong Polytechnic University , Mr. Zhang Ji has been awarded the degree of Doctor of management.Since 1984, Mr. Zhang Ji has worked at the Department of Policy Studies of Ministry of Machinery Industry, the Department of System Reform of Ministry of Machinery and Electronic Industry, the State Export Office for Mechanical and Electronic Products, the Import & Export Office for Mechanical and Electronical Products of State Economic and Trade Commission, the Department of Mechanical and Electronical Products of Ministry of Foreign Trade and Economic Cooperation, the Department of Scientific and Technological Development and Trade in Technology of Ministry of Foreign Trade and Economic Cooperation, the Department of Mechanical and Electronical Products import and export of Ministry of Commerce ,and the Department of Mechanical, Electronical and High-tech Industry of Ministry of Commerce.

In August 2001, Mr. Zhang Ji was appointed as Deputy Director General level leader of the Department of Electromechanical Products of Ministry of Foreign Trade and Economic Cooperation.

In March 2002, Mr. Zhang Ji was appointed as Deputy Director General of the Department of Scientific and Technologic Development and Technologic Export of Ministry of Foreign Trade and Economic Cooperation.

In Nov 2004, Mr. Zhang Ji was appointed as Deputy Director General of the Department of Scientific and Technologic Development and Technologic Export of Ministry of Foreign Trade and Economic Cooperation & Vice Dean of Administration Office of the State Import & Export Office for Mechanical and Electrical Products.

In June 2006, Mr. Zhang Ji was appointed as Deputy Director General of Department of Mechanical, Electrical and High-tech Industry of Ministry of Commerce & Vice Dean of Administration Office of the State Import & Export Office for Mechanical and Electrical Products.

In Oct 2008, Mr. Zhang Ji was appointed as Director General of Department of Mechanical, Electrical and High-tech Industry of Ministry of Commerce & Dean of Administration Office of the State Import & Export Office for Mechanical and Electrical Products. （From Feb.2012 to Feb.2013--member of the standing committee of Guangzhou Municipal committee of the CPC, and Vice Mayor of Guangzhou）
