3月27日，國家版權局、海關總署等有關部門就聯合加強知識產權行政執法等問題舉行了發布會。國家版權局副局長閻曉宏說，打擊知識產權犯罪不可能一蹴而就，但政府的諸多努力和措施已頗見成效，知識產權保護正穩步取得進展。

報道中的make headway是個固定搭配，指“取得進展”，其近義詞組如：make progress，make an improvement，get
ahead。
Headway原屬于航海詞匯，指“前后兩船之間的距離”，后引申為輪船或火車的運行速度。舉兩個例子：The headway between each bus
is fixed at three minutes.（每兩班公共汽車之間的時距定為3分鐘。）；Little headway has been made in
educational reform.（教育改革幾乎沒有進展。）
