The agreement was reached after rounds of closed-door consultations among Britain, China, France, Russia and the United States, plus Japan and South Korea, the diplomat, who is close to the consultations but declined to be identified, told Xinhua.

All 15 Security Council members are expected to meet on the draft resolution at 11:00 am EDT (1500 GMT) Wednesday behind closed doors, he said.

Members are likely to vote on Thursday at the earliest, he added.
