Former senior official of Jiangxi expelled from CPC

Hu Youtao, former deputy chairman of the Chinese People's Political Consultative Conference Jiangxi Provincial Committee, has been expelled from the Communist Party of China for severe violations of Party discipline and national laws, the Central Commission for Discipline Inspection and the National Supervisory Commission announced on Tuesday.

The CCDI and the NSC launched an investigation into him in June. The investigation found that Hu obstructed organizational inspections, accepted arranged trips, failed to report personal matters as required, and refused to truthfully explain issues during the inquiries.

He sought benefits for others in matters including cadre selection and appointment, enterprise operations, and job promotions, in return for illegally accepting huge amounts of property.

He accepted gifts, cash, and banquets, acquiesced in his relatives' use of his influence to seek personal gains, secured advantages for his relatives' business activities, and used his authority to help his relatives attract deposits.

He was also involved in profit-making activities, engaged in extensive power-for-money transactions with private entrepreneurs and money-for-sex deals, and interfered in law enforcement activities.

The CCDI and the NSC concluded that Hu's acts constituted a serious violation of Party discipline, a grave breach of duty-related laws, and a suspected crime of accepting bribes, featuring a severe nature and pernicious impact.

His entitlements have been revoked, and his case, together with the illicit gains involved, has been transferred to procuratorial organs for examination and prosecution.

Hu, 70, a native of Jiangxi, started working in 1971 and joined the Party in 1986. He spent his entire career in Jiangxi and once served as the director of the finance bureau of Jiangxi from 2003 to August 2010. He later became deputy chairman of the CPPCC Jiangxi Provincial Committee.

In February 2012, he took office as vice-governor of Jiangxi, and reassumed the post of deputy chairman of the CPPCC Jiangxi Provincial Committee in January 2015, before retiring from the position in 2018.

His successor, Hu Qiang, another former deputy chairman of the CPPCC Jiangxi Provincial Committee, was placed under investigation in February 2024. When Hu Youtao assumed the director of the Jiangxi provincial department of finance in 2003,

Hu Qiang served as director of the department's budget office. In December 2003, Hu Qiang was promoted to deputy director of the department, after which the two worked alongside each other at the department for nearly seven years.

Following Hu Youtao's resignation from the post of director of the finance bureau of Jiangxi in 2010, Hu Qiang took over the position. The two also shared a similar career trajectory, both following the promotion path of director of the provincial department of finance, vice-governor of Jiangxi, and vice-chairman of the CPPCC Jiangxi Provincial Committee.
